 I think that most artists would prefer the first photo when considered as art. The black background provides sharp definition to her forehead, nose lips and chin. Her nearly closed eye add to the artsy impression. The lines of her back are more prominent than usual due to how she is turned.

All that said, I like the second photo better as the young lady has a great smile.

 The first one is definitely the better one from a technical photographic aspect.

BUT, even though she is much more petite than the first girl (who has more the body shape I prefer personally) the second girl just comes off as so innocent one can't help but consider how much fun it would be to corrupt her.

 I feel the second photo is more artistic since the girl is contrasting nicely with the well-lit background, and there is plenty of light on all her features. She also looks natural, shy and girly. The dark background in the first photo gives it a feeling of sadness, in my opinion.
